The overall development plan embraced issues related to water and land resources, agricultural and horticultural development, livestock development, establishment of agricultural industries, agricultural structure and policy matters, management and organization problems, agricultural markets and cooperatives and social problems related to agricultural existing and potential water and land resources as well as relevant hydraulic projects (dams/water storage works, flood regulation, water distribution, irrigation and drainage systems).
