The general objective of this Evaluation project was to assess the contribution of PHARE (sectors: Transport, Energy, Industry, Agriculture, Environment, etc.) to the overall reform process in Romania. The specific objectives of the project were: a) to reach a judgment on the effectiveness of support measures in different sectors; and b) to identify the key factors promoting or inhibiting programme implementation. The purpose of the contract was to identify and recruit experienced and independent specialists with a deep understanding of the reform process to undertake the evaluations. The Consultant covered all the designated programmes and included local consultants as part of the team.
