Action Programme within the framework of the Khartoum Urban Development Plan for the period 1991-2000 to address the housing problem of the national capital shelter-less who number more than 1,500,000 persons. The programme comprised various solutions for different categories of homeless population and squatter areas such as replicable low-income housing pilot action programme, restructuring and improvement pilot action programme, village incorporation and redevelopment pilot action programme, relocation pilot action programme for squatter areas, and finally Khartoum comprehensive housing plan action programme.
