The project comprised preliminary and final designs for 20 communities (layout plans, architectural, structural, electromechanical, utilities, including solid waste collection and management, landscaping), preparation of construction specifications, tender documents and supervision of construction. Communities, located in different towns throughout Saudi Arabia, had a total target population of 12,000 residents. Each community was provided with two schools, commercial facilities, administration building and all other communal facilities needed for the smooth function of the community. A central data-bank was created with data from all works performed and materials approved and delivered on all sites, local market analysis of manufacturers and imports, selection of equipment and quality control upon installation and maintenance (spare parts, etc.). The development lasted for 10 years. In all, 12 communities were built. The project was managed by a central office located in Riyadh and by site offices located in each community. The offices were manned by Ministry staff and engineers of the Consultant.
