The study's aims were to develop a model for main-frame computers, prepare specifications and assist the Ministry in acquiring all equipment required for data collection/processing, validate the above-mentioned model by means of data collection, undertake to run the system over the initial 3 1/2 years, and conduct a series of training courses for the Ministry's senior staff so that they could support the system.
