The programme comprises a number of interrelated actions and proposals targeting the self-sustainable development of Ioannina, a city of 80,000 inh. and a regional capital. Major development opportunities exist for Ioannina, due to its proximity to Egnatia Odos Highway (part of the Trans-European Transport Networks). Furthermore Ioannina is favoured by its prime location on the Pamvotis Lake, which constitutes a major physical landmark in the region and has an international appeal due to the water-related athletic events that take place there. The architectural qualities of the surviving old city and the fortress also enhance the development potential of the city.
